yes it is very much possible. lets assume that there are three types of packing and you want to calculate the activity cost for that. than create separate order type for packing and in opl8, make the routing selection as reference operation set only.
now create 3 different ref op set and assign the packing material to it. maintain kp26,
now do the confirmation and calculate the cost.
