Payroll area is only for determining the pay frequency, pay period, payment date, etc. It has no impact on time evaluation or abs.quota generation, unless you create PT PCR's to make changes based on payroll area.
As Serge said, the groupings and corresponding config in V_T559L tables determine the rules of abs,quota generation.
