It happens to us as well, we remove user personalization per user with SICF service wd_analyze_config_user
Or the HRESS_CC_CATS_CONFIG configuration for the HRESS_C_CATS component.
SAP said to deactivate user personalization, but it's not the reason, this stuff happens randomly and not after user action.
It's kind of like implict personalization??
