First of all, what is business requirement to create Framework Requisition from Maintenance Order?
PR's from MO are created with respect to Document type mentioned in the PM config, as you mentioned above.
You can create Framework Requisition & Framework PO without referring to MO & whenever you are consuming services of the relevant Framework PO against any MO, you can give the same MO# in the account assignment field during SES-Service Entry Sheet.
I have not come across the exit through which document type can be changed while creating PR from MO but let's wait for forum's suggestion.
