What type of screen are you placing the button on? If your screen is a transaction screen, then you cannot use a push button on that screen since you are in the middle of a transaction you cannot navigate to another screen until the transaction completes.
I just checked and when I added a button to my transaction screen it was disabled but adding the button to my detail screen enabled the action selection.
