Hello Venkatesh,
I see only option for your requirement as the GOS toolbar. You need to activate this for the Tcodes where GOS toolbar is not seen (ABAPer). After that you attach these EUT manuals to respective tcodes. In fact we attached relevant documents to many of the Tcodes.
(Because the requirement is Tcode wise, use of DMS is ruled out here)
