I dont see the inconsistency.
This may be due to Budget Type picked from Tables.
S_ALR_87013557 - Gives you the Budget Overall, but if you check it picks from KBUD (Original Budget) budget type from RPSCO.
S_ALR_87013558 - Gives you the Budget Total, this picks from KBN0 (Supplements) budget type.
Even though this shows the KBN0, in below
When i check in my system, this is the difference i can get between the reports, SAP might have done some checks to pick only these values in the report.
Compare your values with RPSCO table.
Finally these are SAP standard reports, any issues or changes, we need to built new one or raise a note to SAP,
