If you want receive packing material, then you should have ordered packaging material.
The packaging works like this:
You order for example 1000 boxes with screws.
you want pack those 1000 boxes into 5 bigger cartons á 200 boxes
so you take the 5 bigger cartons from your own stock to pack the 1000 boxes.
item 1 in delivery shows the 1000 boxes, item 900001 has the 5 cartons
