Release Strategy in Sales Order

Dear Experts,

In my organisation there is a requirement in Sales Order, they want that there should be a release strategy at sales order level. They want the delivery against the sales order can only be done after proper approval across the hierarchy.  In Sales Order type OR & KB.

So please suggest me how to incorporate it in the Sales Order.
