Offline bidding output is not interactive form

Hi, experts:

    About offline biding,  I　finished the necessary configure and operation as below:

1. Customizing Business Function Switches for Offline Bidding
2. Offline Bidding Proxy Settings
3. Offline Bidding Encryption and Digital signature Settings
4. Offline Bidding User and User Mail Id Settings
5. Configuration of Offline Bidding Adobe Form
6. Configuration of Permit Offline Bidding Check in Transaction types
7. Configuration of Permit Offline Bidding Check in Bidder master

but the RFx  output is not offline bidding, still is smartform. as the below picture.  So, the supplier's mail attachment must not be interactive form.

what's problem or what is missed?
