Hi Frazer,
Hope you are aware of creating a Strategy with packages through IP11.
In your case, this can be this way.
After this you create a Tasklist with Strategy mentioned in the Header, which gives you 
button in the operations screen at the bottom.
By pressing this button you can assign the various operations of the task list to the respective frequency.
When strategy plans are created with this tasklist, Orders will be created with respective Operations.
