I think you are looking for a way to restrict users to execute re-alignment. If you are looking for standard authorization objects, you can check it in TCode SU24. It looks like Authorization Object C_APO_RLG or C_APO_CPY may be considered.

However, I would suggest that you give this requirement to your security team and let them find the best way to meet this in your enviroment. If they have questions, security related forums might be a good place to get answers.
